Police have arrested a Texas man who officers say made his way into an elementary school, conducting his own active-shooter drill.

Officials say Ronald J. Miller, 44, who did not have a weapon on him, arrived at Celina Elementary School just before 8 a.m. on Wednesday as students were arriving.
