Calhoun led the city during the Keystone Dam flood that damaged 800 homes. Recently, he has been overseeing the city's takeover of property for an urban renewal project.

Calhoun has worked with 10 mayors and numerous city councilors.

"We have had dedicated community leaders, diverse in thinking, who have facilitated policy and allowed the administrative part of city government to function," Calhoun said.
