Sensible rules, regulations would be a welcome change in government

S TATE Rep. Steve Kouplen wants to give farmers more relief from the effects of drought by waiving permit fees for pond dredging. Sounds sensible. In fact, we're not sure it makes sense to even have a dredging permit fee.
