States should not pay for IRS mistakes

Regarding “Tax fraud hits child support” (News, Oct. 20): It's insane but par for the course that the ongoing criminal enterprise known as the IRS makes states pay for its mistakes. Perhaps they're too busy harassing President Obama's opponents. Maybe they're busy conspiring on how to lie to Congress again. Or is it that they have too much to do trying to get ready to enforce the new health care laws?

Regardless, if the IRS is too stupid or overwhelmed to detect fraudulent returns from prison inmates, why should states have to pay for federal mistakes?
