Mike DeGiacomo, superintendent of the city’s street maintenance division, said the $1.5 million includes money spent on materials and paid to private contractors who supplement the city’s cleanup efforts. It doesn’t include the staff time spent as about 60 drivers are pulled from their normal duties.

Budget Director Craig Freeman said the city has about $2 million in its contingency funds, but would like to hold on to some of that money in case of additional needs. He said the drain on staffing in the street maintenance division is a bigger problem.

"It definitely could have an impact on their budget,” Freeman said. City departments have made 2 percent mid-year budget cuts and have been asked to make 12 percent cuts for the 2010-11 fiscal year budget. City officials said the continued winter weather is putting additional strain on the budget and pushing city crews and equipment to their limits.

"It may take you more time to get it done because you have less people,” Freeman said. If it continues and we have more emergencies like this, it begins to affect the budget as a whole.
