Temporary tags can be a source of revenue

I often see vehicles with temporary tags and sometimes I'm shocked to see some of the dates on those tags. Recently I saw one dated April 8, 2012.

I often see vehicles with temporary tags and sometimes I'm shocked to see some of the dates on those tags. Recently I saw one dated April 8, 2012. How much in fees is the state of Oklahoma losing? Why aren't these drivers stopped and their cars impounded? They're on the road illegally! Don't police officers see these violators too? Can't these purchases be checked to see if the owner is compliant with Oklahoma's laws? Can the seller not get the registration before the purchaser takes the vehicle and add the fees to the amount of the sale? With money in such short supply for governments, wouldn't this help?
