Unemployment rate at highest since 1983
October jobless rate reaches 10.2 percent

WASHINGTON — The unemployment rate has hit double digits for the first time since 1983 — and is likely to go higher.

The 10.2 percent jobless rate for October shows how weak the economy remains even though it is growing. The rising jobless rate could threaten the recovery if it saps consumers’ confidence and makes them more cautious about spending as the holiday season approaches.

The October unemployment rate — reflecting nearly 16 million jobless people — jumped from 9.8 percent in September, the Labor Department said Friday. The job losses occurred across most industries, from manufacturing and construction to retail and financial.

Economists say the unemployment rate could surpass 10.5 percent next year because employers are reluctant to hire.

President Barack Obama called the new jobs report another illustration of why much more work is needed to spur business creation and consumer spending. Noting legislation he’s signing to provide additional unemployment benefits for laid-off workers, Obama said, "I will not rest until all Americans who want work can find work.”

The government’s monthly unemployment report is based on two surveys, one of households, one of companies’ payrolls. The household survey showed that about 558,000 more people were unemployed in October than in September, raising the total to 15.7 million. The company survey, however, showed only a third as many job losses — 190,000.

The disparity can be explained by the fact that the company survey doesn’t count people who are self-employed and undercounts employees of small businesses. That’s why some analysts, like Diane Swonk, chief economist at Mesirow Financial, say last month’s household survey could be an ominous sign for the economy.

One struggling small business, Miller and Smith Inc., a home builder in McLean, Va., has trimmed its work force to about 97 from 350 at the height of the housing market in 2005. The company has been hurt by a slowdown in building and surging health care costs.

Miller and Smith faced a 44 percent increase in the cost of health insurance over the past year that it managed to reduce to 23 percent.

"You can have … one person get in a traffic accident on the weekend, and it completely blows your claim experience out of the water,” Human Resources Director Selina Burke said.

Troubles for small businesses could have a disproportionate effect on the economy, because they account for about 60 percent of the nation’s jobs. They tend to rely on credit cards and home equity lines to maintain their cash flow. Banks have tightened credit in many of these areas.

The 10.2 percent unemployment rate does not include people without jobs who have stopped looking for work or those who have settled for part-time jobs. If you counted those people, the unemployment rate would be 17.5 percent, the highest on records dating from 1994.

"It’s not a good report,” said Dan Greenhaus, chief economic strategist for New York-based investment firm Miller Tabak & Co. "What we’re seeing is a validation of the idea that a jobless recovery is perfectly on track.”

"You need explosive growth to take the unemployment rate down,” Greenhaus said in an interview Thursday.

Spelling and grammar aren't taught because they aren't measured by our state reading tests. Teachers are told to only teach what is tested since the stakes for schools are so high. You have politicians to thank for this fact.

Teamless -- I do think that learning at least one foreign language is a good thing, but not in place of the basics. My 6th and 7th grade teacher was the one who instilled in me a respect for vocabulary and sentence construction. I think it is better to get those basic skills in the elementary school level. [When I was attending school, 7th grade was in elementary school.]

Foreign languages, advanced math and science courses were left for junior and high school levels.

That was a long time ago, but I believe it was a solid way to approach education for the general population. Everyone received a basic education. Those who wished to attend college were prepared and those who wished to pursue a technical degree also were prepared.

Barbara, that's right and it's partly due to so much emphasis being placed on learning foreign languages. I want my kids to know how to read and write English, not waste time on learning a useless foreign language. Most kids today can't perform the basics we were taught like how to write cursive, conjugate verbs, diagram sentences, etc...

Kevin, you're generally correct in your post (Those printing presses get turned on quite a bit each week!)...however Congress continues to give even more power to the FED that goes unchecked and doesn't have to answer to anyone. We have a bill under way that is to AUDIT the FED, but due certain people in Congress, the bill will not make a complete transperency of what it is really up to. The FED, since it's inception in 1913, has contributed to this cycle of boom-bust-recession-depression. It's time for all Americans to wake up and be educated on the central core of what has been slowly destroying liberty!

GOAT, I may be mistaken and frequently am, though it is my understanding the Treasury Dept generally just turns on the money presses when requested by a private entity called the Federal Reserve. Highest unemployment rate since Reagan? Good thing we're recession proof here in Okie Land...

This is all coming to the boiling point. Companies are loosing business because people aren't spending and healthcare costs are out of control. We need reform and we need it yesterday. I agree also we can't just print our way out of this mess. Unless there is change made we can print and print money and we will keep digging a bigger hole.

Obama should not rest until all of the illegals are out of this country. Then and only then will there be a recovery. If the manufacturing and construction jobs were held by Americans, the jobless rate would drop 3 points or more.

End the FED = sound money = more liberty and freedom! Nothing mentioned about inflation with the illusion of a recovering economy! The FED will just continue to print billions upon billions of dollars to finance the unemployement benefits, pay for 2 wars,etc....it's only going to get worse before there is any significant change! Also, DO NOT SELL ANY MORE GOLD--YOU ARE SELLING AWAY YOUR OWN FREEDOM! Gold will continue to climb with the dollar eventually becoming meaningless with the out of control, unquestionable actions of the FED!

It really has been in the works for years. Thanks to our government, the high cost of living because people just won't stop buying and Wall Street. Oh and Presidents in Higher Education and all those people in high job places that keep giving to themselves and never to the worker. Oh and need I say our government. lol Everyone of them should be volunteering their services, not getting paid to work 4 or 5 months out of the year.

Ben, my company's been laying off regularly for nearly 3 years, who gets the blame for that? Nearly 13,000 people laid off so far. Oh, and you can add the 12 from my group that are getting the axe later this week to the above numbers.

I didn't vote for Obama, but you can't lay the entire blame on him or his administration. Get real people, this has been in the works for years.
