Wagoner man gets 10 years in scheme
MUSKOGEE — His guile and salesmanship helped Phillip Levaughn Raglin fleece $900,000 out of investors in his phony company. Now he has 10 years to think about it.
A federal judge Tuesday sentenced Raglin, of Wagoner, to 10 years in prison. He also must pay more than $500,000 in restitution. State securities regulators recovered the rest.
