As California continues to face the driest period in its history, lawmakers are grappling with the best way to encourage water conservation in a state of 38 million people, the Washington Post reports.

On Monday, Gov. Jerry Brown signed a bill barring homeowner’s associations from enforcing requirements to keep lawns green during a drought-related state of emergency, according to the Washington Post.
