"Some of the problems, we think we can solve. ... Some of them are more difficult. They're going to take longer to get fixed. ... I am saying there is a need for a new (Oklahoma County juvenile) facility, or maybe multiple facilities. Actually, I'd be an advocate of maybe having two or three smaller facilities as opposed to one mega center.”
