A woman was arrested on a complaint of animal cruelty after a witness told police he saw a small dog thrown from a second-story apartment landing.
Oklahoma City police responded about 11:20 p.m. Friday to reports two women were screaming at each other at an apartment complex at 12821 Stratford Drive. A witness told police a scantily clad woman threw a small white dog to the ground, where it lay motionless.
The officer entered the apartment and used a Taser when a woman holding a sharp object walked toward him despite warnings to stop, according to an incident report. The item turned out to be a hair pick.
Elizabeth Beatrice Lay, 30, was arrested on a complaint of animal cruelty. She was medically cleared at Deaconess Hospital before being taken to the Oklahoma County jail, police said.
Lay told investigators she and her sister were arguing about drugs but declined to elaborate, according to the report. Police said they could not locate the dog or the woman's sister.
Lay posted $2,000 bail Saturday, a jail official said.
