YouthCare counselor charged with Medicaid fraud

A pardon and parole officer for the state Department of Corrections was also charged Thursday with two counts of Medicaid fraud — a felony and a misdemeanor.

A pardon and parole officer for the state Department of Corrections was also charged Thursday with two counts of Medicaid fraud — a felony and a misdemeanor.

Michael Fenner Jr. is accused of falsely billing Medicaid for more than $3,000 in counseling sessions that investigators say never happened, according to an affidavit filed in Oklahoma County Court on Thursday.

Fenner is an alcohol and drug counselor through YouthCare of Oklahoma, 222 E Sheridan. He is licensed to bill Medicaid for counseling services he provides to children.

Investigators reported that one client said he met Fenner once, but Fenner billed Medicaid for 35 counseling sessions.

Fenner said he may have accidentally billed for counseling sessions during his working hours with the Department of Corrections because he was unfamiliar with how the Medicaid billing process worked.
