Bill may handcuff Norman jail plans
The land Cleveland County is considering would be too close to schools under measure.

Legislation that likely would force county jails in Oklahoma City , Norman and Tulsa to remain in their current downtown locations is one step away from heading to the governor's desk.

The bill would create a jail-free school zone, where county jails could not relocate within a two-mile radius of a public school or CareerTech center.
